A strong nominee for Sunshine Troublemaker of the Week is an individual who:

• Files open records requests at the state and local level
• Has been criticized or retaliated against for his or her efforts to promote transparency
• The critics or hostile retaliators could be a government agency who received the records request, the media, an advocacy group who objects to the greater transparency or someone else who objects to asking for copies of public documents, whatever their reason might be.
